If you said, for example, that a sandwich requires two slices of bread, then a hot dog would not be a sandwich, because a hot dog tends to come on a hinged loaf - one piece of bread that has been folded, if you'll excuse my joke, "hot dog style", and therefore doesn't fit the two pieces of bread criterion. Neither would a pita pocket, or a hoagie - either they are unique creations or subsets of sandwiches, in which case a hot dog could be either of those.
