From the one conversation I had with him, it didn't sound like "Satan" actually liked the way any of this was set up, and that he would have preferred that everyone who was excluded from the contest due to dying a second time had the chance to return to life as well. He made it sound like he was locked into it because of the way the terms had been written up or something.

I advised he get one of the many lawyers in hell to rework it if he didn't like it, but he didn't seem to appreciate the suggestion. He also wouldn't answer the question of whether there was actually someone above him demanding he carry things out this way... though with what we know now, I do wonder if whatever entertainment executives exist here might be putting pressure on him.
